Women in the U.S. Military and Combat, by the Numbers

Defense Secretary Leon Panetta on Thursday removed the direct ground combat exclusion rule for women in the U.S. military. The White House called the move "another historic step toward harnessing the talents and skills of all our citizens." Panetta, after gaining unanimous approval from the Joint Chiefs of Staff, also announced the removal of gender-based barriers to service.

Although relatively new in a department-wide policy shift, women have been in combat situations throughout our nation's history.

237,000: The number of positions in the U.S. military in which women cannot serve. NPR reports many combat positions are infantry roles in the U.S. Army. A smaller number of combat positions exist in the Marine Corps. All branches of the service have until May 15 to make plans for integration of women into combat roles. Of the new positions open, 184,000 are in combat arms professions.

1.4 million: The number of active duty military personnel currently in the U.S. Armed Forces.

14,000: The number of new military job assignment opportunities that opened up for women after policy changes last February . All but 1,000 of them were in the Army with positions such as tank mechanic and field artillery radar operator.

280,000: The number of women deployed to Afghanistan and Iraq since 2001. More than 150 women have been killed and 800 wounded due to action in both countries. Women often serve as helicopter pilots in war zones and as rescue pilots.

8: The percentage of veterans who were women in 2009, according to a Veteran's Affairs report . That number is expected to rise to 15 percent by 2035. Currently, there are roughly 1.5 million women who are veterans of the U.S. military.

860,000: The total number of women who have served in the U.S. military in wartime dating back to the Spanish-American War in the late 19th century. Of those who served, more than 580 were casualties.

14.6: The number of percentage of women who make up the active duty force. The largest percentage of women serve in the Air Force with a rate of 19.2 percent as of January 2011.

2.5 million: The number of women estimated to have served in the U.S. military . Around 250,000 women have their names permanently enshrined at the Women in Military Service for America Memorial in Washington.

202,400: The number of women currently on active duty in the U.S. military.

1: The number of women awarded the Congressional Medal of Honor , the highest medal awarded for service to the military. Civilian Dr. Mary Walker earned the medal for her actions throughout the U.S. Civil War. President Andrew Johnson gave Walker the medal Nov. 11, 1865. It was rescinded in 1917 before being reinstated by President Jimmy Carter in 1977, according to the Congressional Medal of Honor Society .

Newtown Victims' Families Join Gun-Control Activists on DC March

WASHINGTON, D.C. - Near-freezing temperatures didn't stop several thousand gun-control activists from bearing their pickets today, carrying signs emblazoned with "Ban Assault Weapons Now" and the names of gun violence victims in a demonstration organized as a response to the mass shooting in Newtown, Conn. last month.

Walking in silence, the demonstrators trudged between Capitol Hill and the Washington Monument over a thin layer of melting snow. They were joined by politicians and some families of the Newtown victims.

March organizer Shannon Watts said the event was for the "families who lost the lights of their lives in Newtown, daughters and sons, wives and mothers, grandchildren, sisters and brothers gone in an unfathomable instant."

"Let's stand together and use our voices, use our votes to let legislators know that we won't stand down until they enact common sense gun control laws that will keep our children out of the line of fire," she told demonstrators.

Watts founded One Million Moms for Gun Control after the killing of 20 first graders and six adults at the Sandy Hook Elementary School in Newtown in December. In a profile with the New York Times, Watts said her 12-year-old son had suffered panic attacks after learning of last summer's Aurora, Colo., theater shooting, leaving her at an impasse over how to talk to him about the latest tragedy.

Also among the speakers was a survivor of the 2007 Virginia Tech massacre, Collin Goddard.

"We need to challenge any politician who thinks it's easier to ask an elementary school teacher to stand up to a gunman with an AR-15 than it is to ask them to stand up to a gun lobbyist with a checkbook," he said.

The demonstration comes amid a push by progressive lawmakers to enact stricter gun control measures as a response to the trend of recent mass killings, although any hypothetical bill would likely face strong opposition in Congress.

Rep. Chris Van Hollen, D-Md., was among the demonstrators today.

"The idea that people need high-capacity magazines that can fire 30, 50, 100 rounds has no place in a civilized society," he said. "Between the time we're gathered here right now and this time of day tomorrow, across America, 282 Americans will have been shot."

The congressman was quoting statistics compiled by the Brady Campaign to Stop Gun Violence.

Last week President Obama proposed a sweeping overhaul of federal measures regulating gun ownership, including a universal background check system for sales, banning assault weapons, and curbing the amount of ammunition available in weapon clips.

An ABC News/Washington Post poll released Thursday found 53 percent of Americans viewed Obama's gun control plan favorably, 41 percent unfavorably. The division was visible today, as a handful of gun-rights advocates also turned out on the National Mall to protest what they believe would be infringements on their Second Amendment liberties.

Letters of Alfred Russel Wallace Go Online

The near-complete archive allows the sometimes overlooked 19th-century naturalist to emerge from Darwin's shadow

Charles Darwin and Alfred Russel Wallace are credited for co-discovering evolution by natural selection in early 1858. But on one morning back in the summer of 1852, as Wallace had just finished his breakfast, evolution nearly went up in smoke.

Wallace was on a ship in the middle of the Atlantic Ocean, relaxing in his cabin, when the captain strolled in and announced, perhaps too calmly: ?I am afraid the ship's on fire. Come and see what you think of it."

Within a few hours, the vessel was on its side, engulfed in flames. Sitting in a small lifeboat 1,100 kilometers from land, with minimal supplies, Wallace almost fell victim to the very process he would later uncover ? what we would today call survival of the fittest.

Thankfully, after ten days, Wallace was rescued by the Jordeson, a brig running between the West Indies and London. On arriving back home, he was overjoyed, writing to a friend: ?Oh! Glorious day! ? Beef steaks and damson tart, a paradise for hungry sinners.?

This episode is just one of many to emerge from Wallace Letters Online, launched today on the website of the Natural History Museum in London. It is a project funded by the Andrew W. Mellon Foundation based in New York City to track down and digitize Wallace?s correspondence.

So far, the open-access database contains nearly 4,000 letters sent to and from the famous naturalist, or about 95% of his known surviving correspondence. The database is fully searchable and includes transcripts as well as scans of many of the letters. The launch of this database is part of Wallace100, a series of events celebrating Wallace?s life and work during the centenary of his death.

Darwin is so strongly associated with natural selection that Wallace is sometimes forgotten. However, with the launch of this database, scientists and historians can better understand the personal and scientific relationship between these two men. ?This is the first time that all of the Darwin and Wallace correspondence has been published in full,? says George Beccaloni, director of the project.

Shortly after the publication of Darwin?s On the Origin of Species in 1859, scientific debate turned to the problem of animal coloration: could natural selection explain the bright pigments observed in so many species? ?It was the test case of the new theory,? says Beccaloni.

Letters in the database address this, as well as topics as diverse as biogeography, socialism and phrenology. Currently, 60% of the letters have viewable images and 36% have transcripts. Over the next three years, the Natural History Museum intends to complete the transcripts, hiring two professional historians to produce scholarly annotations. ?The hope is that Wallace Letters Online will lead to a renaissance in research about Wallace,? says Beccaloni.

Digital Anthropology's To Do List | Savage Minds

At the 2012 annual meeting of the American Anthropological Association we hosted the first business meeting of the Digital Anthropology Group. I ran the meeting like a focus group and the forty or so anthropologists in attendance, from grad students to senior professors, participated with gusto.

Growing out of conversations about Digital Anthropology here on Savage Minds the focus questions were arranged around six prongs. I know forks usually have four prongs? but DANG is a really big fork, okay? The purpose of the exercise was to discover what DANG?s mission should be for each theme and to come away with an actionable project.

In the coming weeks I?ll share with you our observations about the information we collected and reproduce the suggestions we came up with. In opening up the conversation to the Savage Minds community I am hoping to revive interest in a Digital Anthropology by including more voices.

I am also hoping to cheer, flatter, and shame my colleagues into contributing their time and talents for the future success of the Digital Anthropology interest group. Without a doubt my top priority at this juncture is to keep the momentum we gained from meeting in person from dying out before we meet again in Chicago, 2013.

To move from success to success we should find where the excitement is. So let?s start where there seemed to be the most energy. One of the reasons I love Internet people like us, is that we can all pitch in a little time and work together to achieve something that would otherwise be a lot of work.

The study of online communities and Internet culture/ sociality
Of all the topics we discussed at the business meeting the cohort of anthros interested in the study of online culture was the most energetic. I observed that they were mostly younger individuals and they were joined by a representative from the Society for Visual Anthropology. She came bearing the news that the SVA was interested in offering DANG an invited session for 2013.

Two goals were suggested in this important area of anthropological study. First was the creation of a code of ethics for Internet research and for the use of new technology in ?traditional? fields of study. In addition it was suggested that we take steps to create a lexicon, ala Keywords, to collect important terms in order to facilitate professional communication by codifying terminology.

We have a great opportunity to create an invited session with the SVA for the 2013 annual meeting and maybe those papers could grow into full-fledged articles as a special themed issue of something.

Blogging, tweeting, and their kin
A number of seasoned bloggers congregated around the issue of how the Internet was changing the way professional anthropologists communicate, share, and collaborate. After the brain storming session, it was suggested that we create an anthropology blog aggregator that could use the popularity of high profile bloggers to bring more clicks to lesser known authors by putting them in juxtaposition on the same page.

It was also suggested that we create a venue for some kind of blog award. Every section and group in the AAA brings attention to itself and its subject by highlighting their best work. We should do this too as a way of getting more anthropologists to blog and to heap praise and CV lines upon deserving bloggers.

New type of volcanic eruption

Jan. 21, 2013 ? Scientists based in the UK and New Zealand have described a "new" type of volcanic eruption.

Volcanic eruptions are commonly categorised as either explosive or effusive. But now, in research published this month in Nature Geoscience, researchers at Victoria University, Wellington and the National Oceanography Centre in Southampton have uncovered a previously undocumented type of eruption in underwater volcanoes -- by looking at tiny original bubble spaces trapped in volcanic rock.

Inside volcanoes, gases are dissolved in the molten magma as a function of the very high pressures and chemistry of the magma. In the same way that gases dissolved in carbonated drinks bubble up when you take the lid off, when magma is erupted as lava, the pressure is relieved and the gases exsolve to form small gas bubbles or so-called "vesicles." In explosive eruptions these vesicles expand so quickly they fragment the magma, violently ejecting lava, which cools and degasses to form solidified pumice that can be sufficiently light to float on water.

In air pumice is obviously associated with violent, explosive eruptions. Consequently underwater volcanoes flanked by highly vesicular pumice have, to date, also been interpreted as having erupted explosively.

But the results of this study indicate that there is a third eruptive style unique to underwater volcanoes, which is neither effusive nor explosive.

"By documenting the shape and density of bubbles in pumices generated by an underwater caldera volcano in the southwest Pacific Ocean -- the Macauley volcano -- we found large differences in the number and shape of "bubbles" in the same pebble-sized samples, different to anything previously documented," said Professor Ian Wright of the National Oceanography Centre, who co-authored the paper.

"This range of bubble densities distinct in these pumice samples indicates that the lava erupting from the caldera was neither vigorous enough for an explosive eruption, nor gentle enough for an effusive flow."

The study proposes that rather than exploding in the neck of the volcano, the formation and expansion of bubbles in the magma created a buoyant foam, which rose to the seafloor and then buoyantly detached from the volcano as molten pumice balloons but with chilled margins. During its ascent to the sea surface, the vesicles within the molten interior would have continued to expand as the pressure -- this time from the weight of the seawater -- reduced.

"These processes explain the unique bubble structure seen in the samples analysed, which could have only occurred with an intermediate eruption style and in an underwater setting," said Professor Wright.

"We conclude that the presence of widespread deposits of pumice on underwater volcanoes does not necessarily indicate large-scale explosive volcanism."

The authors proposed that this style of eruption be named Tangaroan, the Maori god of the sea, and name of the research vessel used to collect the samples.

The study was led by Melissa Rotella, Professor Colin Wilson and Simon Barker from the School of Geography, Environment and Earth Sciences at the Victoria University of Wellington, New Zealand.

Nation honors King on day of Obama inauguration

ATLANTA (AP) ? Commemorative events for the Rev. Martin Luther King Jr. slid seamlessly into celebrations of the swearing-in Monday of the nation's first black president, with many Americans moved by the reminder of how far the country has come since the 1960s.

"This is the dream that Dr. King talked about in his speech. We see history in the making," said Joyce Oliver, who observed King Day by visiting the National Civil Rights Museum in Memphis, Tenn., built on the site of the old Lorraine Motel, where King was assassinated in 1968.

In Atlanta, at the 45th annual service for the civil rights leader at the church where he was pastor, those gathered in the sanctuary were invited to stay to watch President Barack Obama's second inauguration on a big-screen TV.

As the nearly three-hour service closed at Ebenezer Baptist Church, organizers suggested forgoing the traditional singing of "We Shall Overcome" because the inauguration would begin. But the crowd shouted protests, so the choir and congregation sang the civil rights anthem before settling in to watch the events in Washington.

In the nation's capital, dozens took pictures of the King statue before walking to the National Mall for the inauguration.

Nicole Hailey, 34, drove all night with her family from Monroe, N.C. She attended Obama's first inauguration four years ago and was carrying a commemorative Metro ticket from that day with Obama's face on it.

She and her family visited the King memorial before the swearing-in.

"It's Martin Luther King's special day," she said. "We're just celebrating freedom."

At the ceremonial inauguration, Obama took the oath on a Bible once owned by King. He called it "a great privilege." The King Bible was one of two used; the other had belonged to Abraham Lincoln.

In Columbia, S.C., civil rights leaders paused during their annual King Day rally to watch the inauguration on a big screen. Most of the crowd of several hundred stayed to watch Obama's address.

"You feel like anything is possible," Jelin Cunningham, a 15-year-old black girl, said of Obama's presidency. "I've learned words alone can't hurt or stop you, because there have been so many hateful things said about him over the past four years."

At the Atlanta service, King's youngest daughter, Bernice King, said the country had been through a difficult year, with divisive elections, military conflicts and natural disasters.

"We pray that this day will be the beginning of a new day in America," she said. "It will be a day when people draw inspiration from the life and legacy of Martin Luther King Jr. It will be a day when people realize and recognize that if it were not for Dr. King and those who fought the fight fought in that movement, we would not be celebrating this presidency."

She stressed her father's commitment to nonviolence, saying that after the 1956 bombing of the family's home in Montgomery, Ala., her father stood on the porch and urged an angry, armed crowd to fight with Christian love ? not guns.

"This apostle of nonviolence perhaps introduced one of the bravest experiences of gun control that we've ever heard of in the history of our nation," she said.

The service also kicked off a year of celebrations of the 50th anniversary of King's "I Have a Dream" speech, delivered Aug. 28, 1963, in Washington. Students led by King's great-niece Farris Christine Watkins delivered sections of the speech in turn.

By the end, the crowd was on its feet, shouting, "Free at last! Free at last! Thank God Almighty, we are free at last!"

The keynote speaker was the Rev. Samuel Rodriguez, president of the National Hispanic Christian Leadership Conference, a socially conservative evangelical association. It marked the first time a Latino had been invited to deliver the King Day address at Ebenezer Baptist.

He urged the audience to complete King's dream.

"Silence is not an option when 30 million of our brothers and sisters live in poverty," he said. "Silence is not an option when 11 million undocumented individuals continue to live in the shadows."

Around the country, parades, service projects and memorials marked the holiday.

Visitors from as far as Europe thronged the National Civil Rights Museum in Memphis, Tenn., the city where King was assassinated in 1968. In Detroit, students beautified schools. Others painted murals honoring King in Arkansas, and Texas residents held rallies and donated items to a food bank.

More than 500 people rallied outside the Alabama Capitol in Montgomery, where state employee Jessie Harris declared Obama's president was a sign of "living the dream" King spoke about.

"We have come far, but the struggle is not over," Harris said.

Decorating your home with antiques is easy to get into but hard to master. Filling a room with antiques simply because they?re antiques is never a good idea. One pitfall you want to avoid is making your home look like an antique shop or museum. Interior decorators are always talking about the importance of balance and proportion. Decorating for most of us is finding that perfect balance of aesthetics and comfort. But sometimes that can be hard. With a little creativity and patience (oh yes it does take a lot of this) one can find that adding those antique treasures can be quite easy.

Just imagine what adding an antique family heirloom to the mix could do to a room. Many collections are easy to integrate into your d?cor. For example, display ?like? items. My sister in law collected for a time fish lures. After she had collected a great assortment she had them mounted and framed. My mother in law collects cobalt glassware. She has creatively displayed them on a narrow shelf that wraps her kitchen. Also, don?t forget, antiques or new items should be grouped in odd numbers: odd numbers are more appealing to the eye! For me the most difficult antique to integrate into my home was furniture. Finding that right spot when it may not match the scale and d?cor of a room. I still have an antique chair that I am searching a spot for. Don?t give up. You have to be truly creative when placing these pieces.?

So take your time when decorating with antiques. If you don?t have a place for it today wait a while. Our tastes change, we move furniture around as if they were chess pieces and soon that piece that you could not find a place for will be found!

Apple Inc. and Amazon.com Inc. were ordered by a judge to hold settlement talks in their lawsuit over the use of the term "app store."

According to Bloomberg, the talks will be held March 21 and the companies were told to " bring their lead attorneys and people who have full authority to negotiate and settle the case" by the judge.

The court date for the suit is in August, according to the report, and a portion of Apple's argument in the case was thrown out on Jan. 2.

Outreach clinic for needy Calgarians could save province millions in ...

A local philanthropist believes a ?cutting edge? health and dental program he founded and offered free of charge to needy Calgarians could slash millions of dollars in provincial health-care costs.

Allan Markin, former chairman of Canadian Natural Resources Limited, said the opening of the Pure North Outreach Health and Dental Care Clinic will eventually lead to a partnership with the province.

?There?s a strong business case for what we do,? said Markin, flanked by Premier Alison Redford and Calgary police chief Rick Hanson.

?Every year, the federal government spends billions of tax dollars supporting a system that fixes the sick instead of making people healthy. We don?t have a health-care system, we have sick care system.?

Operating out of the Mustard Seed in downtown Calgary, the Pure North Outreach Health and Dental Care Clinic provides dental, physician and preventive health care to homeless and low-income populations five days a week.

It?s an extension of the Pure North program Markin founded in 2003. That program typically entails lifestyle counselling, blood analysis, nutrition and exercise coaching, as well as high doses of vitamin D and other nutritional supplements.

Markin said the health and dental care clinic, which began operating on a smaller scale in 2011, cost $40 million to run annually and saw an increase of more than 10,000 participants last year.

Many of those received full dental work, including the removal and replacement of amalgam fillings. The clinic, and Markin, claims exposure to amalgam fillings is unhealthy to the environment, patients and health-care providers.

Markin said preliminary data suggests people who have participated in the program, including the removal of all amalgam fillings, saw improvements in productivity, earnings, and a reduction in spending on hospitalization and physician services.

?For every dollar we spend, at least $12 in health-care savings and societal benefits,? he said.

?At a time where acute care costs are increasing rapidly there is potential, which I firmly believe, to reduce hospitalizations fairly quickly by as much as 23 per cent for people in the program.?

Police chief Rick Hanson credited Markin, the program, as well as other homeless and health outreach programs, for the change in downtown Calgary in recent years.

?The work that has been done by Mr. Markin and his staff has been so essential to improving the conditions down here,? said Hanson, referring to the turnaround in visible homeless and crime in the city?s downtown core.

Premier Redford said the province is already in discussions with Markin and Pure North on the research the program has gathered over recent years in terms of preventive health care.

?My hope is that as we move forward with family care clinics in a multidisciplinary approach to health care and preventive services that we?re going to be able to use not only the data but some of the services that have been developed through Pure North,? said Redford.

Reports on the program?s findings and possible savings to the province should be made available in coming months, said Markin. Though he did offer a rosy prediction.

?I think for every dollar that we spend that the province is going to return at least $20,? he said. ?We spend $40 million, there?s $500 million to $800 million they?re going to save.?

In the short term, a program specifically for seniors will start in mid-February with the goal to help more than 20,000 seniors, low income or not, said Markin.

Stocks sink, pushing S&P 500 down from 5-year high

NEW YORK (AP) ? Stocks sank on Wall Street, pushing the Standard & Poor's 500 index down from the five-year high it reached Friday.

The Dow Jones industrial average lost 74 points to 13,360, while the Nasdaq composite dropped 11 points to 3,090.

Major bank stocks fell on news that JPMorgan Chase, Bank of America and others banks agreed to pay $8.5 billion to settle federal complaints that they foreclosed on people who should have been allowed to stay in their homes.

In a separate agreement, Bank of America settled with the mortgage-servicing company Fannie Mae over mortgage investments that lost value during the real-estate crash. "It's not the time you spend, it's the impact it has on your life."

"Being killed by someone happens all the time," she said.

WASHINGTON - Senate Minority Leader Mitch McConnell on Sunday ruled out raising tax revenues on top of the tax hike on the wealthy in the "fiscal cliff" deal, and said the full focus must now be on spending cuts to curb U.S. Deficits.

Republicans want big spending cuts in programs including Medicare healthcare for the elderly and the Social Security pension program as a condition for raising the U.S. borrowing limit.

President Barack Obama has said he will not negotiate over the debt ceiling, arguing that Congress must pay the bills for spending it approved.

McConnell said the White House should start working with Congress immediately to determine spending, before the March deadline to raise the federal borrowing limit brings another fiscal crisis.

"We could do things very quickly, these are not new issues," he said on ABC.

Asked whether Republicans would threaten a U.S. default in their press for spending cuts, McConnell said, "It's not even necessary to get to that point. Why aren't we trying to settle the problem? Why aren't we trying to do something about reducing spending?"

'Line in the sand'

But Democrats said they will continue to push for more revenue as well as spending cuts to curb deficits.

"Well, if Mitch McConnell is going to draw the line in the sand, it's going to be a recipe for more gridlock," Representative Chris Van Hollen, a Maryland Democrat, said on "Fox News Sunday."

"As we go forward, we need to adopt the same framework as the bipartisan Simpson-Bowles commission, meaning, a combination of cuts and revenue," Van Hollen said, referring to the commission that presented a sweeping plan to cut deficits.

House Republicans will put forward a debt ceiling plan "that says: OK, Mr. President, if you want to increase the borrowing authority of this country, here is a menu of options where you can reduce spending of equal or greater amount," said Ohio Republican Representative Jim Jordan.

"Mitch McConnell is exactly right," Jordan said on Fox News. "They just got revenue. We've got to cut spending. We've got $16 trillion debt. The credit card is maxed out. We've got to cut spending."

Senator Dick Durbin, the No. 2 Democrat in the chamber, said Obama will talk about reducing the debt in his State of the Union address later this month, "but it has to be done in a balanced way."

Durbin, of Illinois, said more money should be wrung from taxes, citing various deductions, special treatments and "loopholes where people can park their money in some island offshore and not pay taxes, these are things that need to be closed. We can do that and use the money to reduce the deficit."

McConnell also defended the deal he helped to broker with Vice President Joe Biden to avoid the fiscal cliff.

Most of his fellow Republicans in the House opposed the deal for being focused almost entirely on raising revenue through a tax increase on families making more than $450,000 a year, while postponing significant spending cuts.

"What we did was prevent tax increases on 99 percent of the American public. Nobody in the Senate, not the 90 percent of Senate Republicans who voted for this, voted to raise anybody's taxes," McConnell said on NBC's "Meet the Press."

The deal extended lower tax rates for most taxpayers set during the George W. Bush administration that were set to expire on Jan. 1, but let rates rise on the top incomes. ? Reuters

CSN: Reid, Chiefs reach agreement in principle

Andy Reid and the Kansas City Chiefs have agreed in principle on a five-year contract that will make Reid the 12th head coach in Chiefs history, a league source said late Friday morning.

The source said the deal was not yet signed but said all that's left is for some contract language to be agreed on. He said all major issues have been agreed on and a formal announcement by the Chiefs should come soon.

The final major stumbling block between Reid and the Chiefs was eliminated earlier Friday morning when the Chiefs fired General Manager Scott Pioli.


Pioli, who was part of the group that interviewed Reid, had been the Chiefs? GM since January 2009.

His dismissal cleared the way for Reid to bring in his own general manager. A source said that will be either Tom Heckert, the?former Eagles and Browns general manager, or Packers Director of Football Operations John Dorsey, who was director of college scouting in Green Bay when Reid was on Mike Holmgren?s Packers staff in the 1990s.

Reid has remained very close to both Heckert, who left the Eagles for the Browns after the 2009 season, and Dorsey.

Sources told CSNPhilly.com early Friday morning that Reid and the Chiefs had met past midnight Thursday night into Friday morning and had agreed on major portions of an agreement.


Reid, fired Monday by the Eagles, emerged quickly as the Chiefs? top ? and only ? candidate for their head coaching vacancy. The Chiefs fired Romeo Crennel Monday after they went 2-14 in his only full season as head coach. He was interim coach for three games in 2011.

The only other candidate the Chiefs have interviewed is Falcons special teams coach Keith Armstrong, a Bucks County native. That fulfilled the Chiefs? Rooney Rule obligation to interview at least one minority candidate.

Reid won more playoff games with the Eagles (10) than the Chiefs have won in their 53-year history (eight). The Chiefs? last playoff win came in 1993, with 37-year-old Joe Montana at quarterback.

Barring a last-minute setback, Reid will be the Chiefs? fifth head coach since 2005.

Reid is expected to bring in Juan Castillo and Doug Pederson from his Eagles staff.

NEW DELHI (AP) ? From Africa's crowded AIDS clinics to the malarial jungles of Southeast Asia, the lives of millions of ill people in the developing world are hanging in the balance ahead of a legal ruling that will determine whether India's drug companies can continue to provide cheap versions of many life-saving medicines.

The case ? involving Swiss drug maker Novartis AG's cancer drug Glivec ? pits aid groups that argue India plays a vital role as the pharmacy to the poor against drug companies that insist they need strong patents to make drug development profitable. A ruling by India's Supreme Court is expected in early 2013.

"The implications of this case reach far beyond India, and far beyond this particular cancer drug," said Leena Menghaney, from the aid group Doctors Without Borders. "Across the world, there is a heavy dependence on India to supply affordable versions of expensive patented medicines."

With no costs for developing new drugs or conducting expensive trials, India's $26 billion generics industry is able to sell medicine for as little as one-tenth the price of the companies that developed them, making India the second-largest source of medicines distributed by UNICEF in its global programs.

Indian pharmaceutical companies such as Cipla, Cadila Laboratories and Lupin have emerged over the past decade as major sources of generic cancer, malaria, tuberculosis and AIDS drugs for poor countries that can't afford to pay Western prices.

The 6-year-old case that just wrapped up in the Supreme Court revolves around a legal provision in India's 2005 patent law that is aimed at preventing companies from getting fresh patents for making only minor changes to existing medicines ? a practice known as "evergreening."

Novartis' argued that a new version of Glivec ? marketed in the U.S. as Gleevec ? was a significant change from the earlier version because it was more easily absorbed by the body.

India's Patent Controller turned down the application, saying the change was an obvious development, and the new medicine was not sufficiently distinct from the earlier version to warrant a patent extension.

Patient advocacy groups hailed the decision as a blow to "evergreening."

But Western companies argued that India's generic manufacturers were cutting the incentive for major drug makers to invest in research and innovation if they were not going to be able to reap the exclusive profits that patents bring.

"This case is about safeguarding incentives for better medicines so that patients' needs will be met in the future," says Eric Althoff, a Novartis spokesman.

International drug companies have accused India of disregarding intellectual property rights, and have pushed for stronger patent protection that would weaken India's generics industry.

Earlier this year, an Indian manufacturer was allowed to produce a far cheaper version of the kidney and liver cancer treatment sorefinib, manufactured by Bayer Corp.

Bayer was selling the drug for about $5,600 a month. Natco, the Indian company, said its generic version would cost $175 a month, less than 1/30th as much. Natco was ordered to pay 6 percent in royalties to Bayer.

Novartis says the outcome of the new case will not affect the availability of generic versions of Glivec because it is covered by a grandfather clause in India's patent law. Only the more easily absorbed drug would be affected, Althoff said, adding that its own generic business, Sandoz, produces cheap versions of its drugs for millions across the globe.

Public health activists say the question goes beyond Glivec to whether drug companies should get special protection for minor tweaks to medicines that others could easily have uncovered.

"We're looking to the Supreme Court to tell Novartis it won't open the floodgates and allow abusive patenting practices," said Eldred Tellis, of the Sankalp Rehabilitation Centre, a private group working with HIV patients.

The court's decision is expected to be a landmark that will influence future drug accessibility and price across the developing world.

"We're already paying very high prices for some of the new drugs that are patented in India," said Petros Isaakidis, an epidemiologist with Doctors Without Borders. "If Novartis' wins, even older medicines could be subject to patenting again, and it will become much more difficult for us in future to provide medicines to our patients being treated for HIV, hepatitis and drug resistant TB."
