Iran says to stop some oil sales, inspectors visit (Reuters)
TEHRAN (Reuters) ? Iran sent conflicting signals in a dispute with the West over its nuclear ambitions on Sunday, vowing to stop oil exports soon to "some" countries but postponing a parliamentary debate on a proposed halt to such sales to the European Union.
The Islamic Republic declared itself optimistic about a visit by U.N. nuclear experts that began on Sunday but also warned the inspectors to be "professional" or see Tehran reducing cooperation with the world body on atomic matters.
The International Atomic Energy Agency (IAEA) inspection delegation will seek to advance efforts to resolve a row about nuclear work which Iran says is for making electricity but the West suspects is aimed at seeking a nuclear weapon.
Tensions with the West rose this month when Washington and the European Union (EU) imposed the toughest sanctions yet in a drive to force Tehran to provide more information on its nuclear program. The measures take direct aim at the ability of OPEC's second biggest oil exporter to sell its crude.
In a remark suggesting Iran would fight sanctions with sanctions, Iran's oil minister said the Islamic state would soon stop exporting crude to "some" countries.
Rostam Qasemi did not identify the countries but was speaking less than a week after the EU's 27 member states agreed to stop importing crude from Iran from July 1.
"Soon we will cut exporting oil to some countries," the state news agency IRNA quoted Qasemi as saying.
Iranian lawmakers had been due to debate a bill on Sunday that could have cut off oil supplies to the EU in days, in a move calculated to hit ailing European economies before the EU-wide ban on took effect.
But Iranian MPs postponed discussing the measure.
"No such draft bill has yet been drawn up and nothing has been submitted to the parliament. What exists is a notion by the deputies which is being seriously pursued to bring it to a conclusive end," Emad Hosseini, spokesman for parliament's Energy Committee, told Mehr.
Iranian officials say sanctions have had no impact on the country.
"Iranian oil has its own market, even if we cut our exports to Europe," oil minister Qasemi said.
Another lawmaker, Mohammad Karim Abedi, said the bill would oblige the government to cut Iran's oil supplies to the European Union for five to 15 years, the semi-official Fars news agency reported.
REFINERS
By turning the sanctions back on the EU, lawmakers hope to deny the bloc a six-month window it had planned to give those of its members most dependent on Iranian oil - including some of the most economically fragile in southern Europe - to adapt.
The Mehr news agency quoted Foreign Minister Ali Akbar Salehi as saying during a trip to Ethiopia: "We are very optimistic about the outcome of the IAEA delegation's visit to Iran ... Their questions will be answered during this visit."
"We have nothing to hide and Iran has no clandestine (nuclear) activities."
Striking a sterner tone, Iran's parliament speaker, Ali Larijani, warned the IAEA team to carry out a "logical, professional and technical" job or suffer the consequences.
"This visit is a test for the IAEA. The route for further cooperation will be open if the team carries out its duties professionally," said Larijani, state media reported.
"Otherwise, if the IAEA turns into a tool (for major powers to pressure Iran), then Iran will have no choice but to consider a new framework in its ties with the agency."
Iran's parliament in the past has approved bills to oblige the government to review its level of cooperation with the IAEA. However, Iran's top officials have always underlined the importance of preserving ties with the watchdog body.
Before departing from Vienna, IAEA Deputy Director General Herman Nackaerts said he hoped the Islamic state would tackle the watchdog's concerns "regarding the possible military dimensions of Iran's nuclear program."
PARLIAMENT DEBATE
The head of the state-run National Iranian Oil Company (NIOC) said late on Saturday that the export embargo would hit European refiners, such as Italy's Eni, that are owed oil from Iran as part of long-standing buy-back contracts under which they take payment for past oilfield projects in crude.
"The European companies will have to abide by the provisions of the buyback contracts," Ahmad Qalebani told the ISNA news agency. "If they act otherwise, they will be the parties to incur the relevant losses and will subject the repatriation of their capital to problems."
Italy's Eni is owed $1.4-1.5 billion in oil for contracts it executed in Iran in 2000 and 2001 and has been assured by EU policymakers its buyback contracts will not be part of the European embargo, but the prospect of Iran acting first may put that into doubt.
Eni declined to comment on Sunday.
The EU accounted for 25 percent of Iranian crude oil sales in the third quarter of 2011. However, analysts say the global oil market will not be overly disrupted if parliament votes for the bill that would turn off the oil tap for Europe.
Potentially more disruptive to the world oil market and global security is the risk of Iran's standoff with the West escalating into military conflict.
Iran has repeatedly said it could close the vital Strait of Hormuz shipping lane if sanctions succeed in preventing it from exporting crude, a move Washington said it would not tolerate.
"CONSTRUCTIVE SPIRIT"
The IAEA's visit may be an opportunity to defuse some of the tension. Director General Yukiya Amano has called on Iran to show a "constructive spirit" and Tehran has said it is willing to discuss "any issues" of interest to the U.N. agency, including the military-linked concerns.
But Western diplomats, who have often accused Iran of using such offers of dialogue as a stalling tactic while it presses ahead with its nuclear program, say they doubt Tehran will show the kind of concrete cooperation the IAEA wants.
They say Iran may offer limited concessions and transparency to try to ease intensifying international pressure, but that this is unlikely to amount to the full cooperation required.
The outcome could determine whether Iran will face further isolation or whether there are prospects for resuming wider talks between Tehran and the major powers on the nuclear row.
Salehi said Iran "soon" would write a letter to the E.U.'s foreign policy chief Catherine Ashton to discuss "a date and venue" for fresh nuclear talks.
"Iran's top nuclear negotiator Saeed Jalili in this letter, which may be sent in the coming days, also may mention other issues as well," Salehi said, without elaborating.
The last round of talks in January 2011 between Jalili and Ashton, who represents major powers, failed over Iran's refusal to halt its sensitive nuclear work.
"The talks will be successful as the other party seems interested in finding a way out of this deadlock," Salehi said.

SACRAMENTO, Calif. (AP) ? The driver of an SUV veered around a crossing arm and ignored flashing warning lights before the vehicle was struck by a light-rail train in Sacramento on Saturday, killing an 18-month-old boy and two adults, authorities said.
The other person inside the Nissan Pathfinder, a woman in her 30s, was taken to a local hospital with serious injuries, said Niko King, assistant chief with the Sacramento Fire Department. Six of the roughly 50 passengers on the light rail train suffered minor injuries and were taken to a hospital, he said.
King and a spokeswoman for the transit line said video from a camera at the crossing clearly shows the SUV driving around the crossing arm. The light rail followed two Union Pacific freight trains, which use separate tracks, and the arms had remained down during the interval, said Alane Masui, spokeswoman for the Sacramento Regional Transit District.
"They were down after the UP trains and before the (light rail) train approached, so the crossing arms were properly working," she said.
She said the length of time between the freight trains clearing the intersection and the light rail train crossing it had not yet been determined and would be part of the investigation. Investigators also were reviewing video from a camera mounted on the light rail train.
The collision, in a working class neighborhood south of downtown, occurred shortly after 4 p.m. and pushed the Pathfinder about 30 yards from the point of impact.
"All I heard was a big bang, and I saw a light-rail train heading south with a big truck smashed on it," said Ravin Pratab, 42, of Davis, whose car was among those waiting for the train at the rail crossing, on the opposite side of the tracks from the Pathfinder.
The train was going about 55 mph at the time, a typical speed for that location.
Authorities did not release the identities of those in the Pathfinder or their relationship. A man and woman in the vehicle, both in their 40s, died at the scene while the baby boy was pronounced dead at a hospital. Firefighters said one had been ejected.
The University of California, Davis Medical Center in Sacramento would say only that the woman remained in serious condition late Saturday.
The light rail system carries an average of 50,000 passengers a day, with lines stretching from the state capital to its suburbs in the north, south and east.
Masui said there are four sets of tracks at the crossing ? two for freight and two for light rail so trains from both systems can run in either direction.

'Barefoot Bandit' sentenced to 6 1/2 years
SEATTLE ?? A federal judge on Friday sentenced "Barefoot Bandit" Colton Harris-Moore to 6 1/2 years in prison for his infamous two-year, international crime spree of break-ins, and boat and plane thefts that ended in 2010.
Harris-Moore hopscotched his way across the United States, authorities said. He flew a plane stolen in northwestern Washington to the San Juan Islands, stole a pistol in British Columbia and took a plane from Idaho to Washington state, stole a boat in southwestern Washington to go to Oregon, and took a plane in Indiana and flew to the Bahamas, where was arrested.
He earned his nickname because he committed several of the crimes without wearing shoes.

Harris-Moore apologized to his victims shortly before U.S. Judge Richard Jones imposed the sentence, which will be served concurrently with state prison time.
"I now know a crime that took place overnight will take years to recover from," the 20-year-old said in court.
He particularly apologized for stealing planes, saying his arrogance led him to keep alive his dream of flying.
"What I did could be called daring, but it is no stretch of the imagination to say that am lucky to be alive ... absolutely lucky," he said. "I should have died years ago."
Before Friday's sentencing, defense attorneys said federal prosecutors released cherry-picked excerpts from emails in an effort to make Harris-Moore appear callous and self-aggrandizing.
He called the Island County sheriff "king swine," called prosecutors "fools," and referred to reporters as "vermin." He also described his feats ? stealing and flying planes with no formal training ? "amazing" and said they were unmatched by anyone except the Wright brothers.

But Harris-Moore's lawyers claim the full emails show that he is sorry for what he did and thankful for the treatment he received from a state judge who called his case a "triumph of the human spirit." The state judge sentenced him last month to seven years, at the low end of the sentencing range.
The attorneys acknowledged that in certain instances he bragged, but they said those writings were simply the product of an impulsive adolescent and don't reflect his true remorse.
In court Friday, the judge asked Harris-Moore to speak to young people who may look up to him because of his exploits.
"I would say to younger people they should focus on their education, which is what I am doing right now," he said. "I want to start a company. I want to make a difference in this world, legally."
Federal prosecutors had asked for Jones to impose a 6-1/2 year sentence to be served while Harris-Moore serves his state time. His attorneys had asked for a federal sentence of just under six years.
There will be another hearing in a month to decide how much restitution Harris-Moore will be required to pay.

How the Etruscan Pygmy Shrew inspired a bewhiskered disaster relief robot (Yahoo! News)
Scientists have long been working on the creation of robots for?search and rescue missions, like the kind undertaken by disaster relief crews following last year's?tsunami in Japan.?Now, a group of researchers came up with a successful design for a robot that can be used for operations in pitch black locations. Inspired by an?Etruscan shrew, one of the tiniest mammals in the world, this robot called Shrewbot is fitted with synthetic whiskers that work just like the real thing.
Etruscan shrews are blind, and rely on their whiskers to get around and capture prey. Like real shrews, the Shrewbot's whiskers pick up vibrations from its environment, which its system then translates into information about shape and texture. Shrewbot's developers from the Bristol Robotics Laboratory and the University of Sheffield Active Touch Laboratory chose to study and design robots that navigate with the?sense of touch, because the sense of sight has already been extensively researched.
In the future, the blind but bewhiskered Shrewbot could be sent to places and undertake tasks unsafe for humans, just like the?radiation-sniffing and the?debris-clearing robots that helped out in?Fukushima. Professor Tony Pipe of Bristol explained: "There are real advantages to this form of tactile sensing for robots that we are just beginning to understand. For example this whisker technology could have applications in dark, dangerous or smoke filled environments which are unsafe for humans, where in future we might want?robots to go."

Nintendo posts loss on strong yen, weak sales (AP)
TOKYO ? Nintendo Co. sank to losses for the April-December period, battered by a price cut for its 3DS handheld, a strong yen that erodes overseas earnings and competition from mobile devices such as the iPhone that offer games-on-the-go.
The Japanese video game machine maker behind the Super Mario and Pokemon franchises said Thursday it now expects to sell far fewer of its 3DS machines, which feature three-dimensional images. It is forecasting sales of 14 million machines for the fiscal year through March 2012, down from an earlier 16 million. That's despite a price cut for the 3DS in August.
Nintendo, which also makes the Wii home console, posted a loss of 48.35 billion yen ($627.9 million) for the first nine months through December. That was a reversal from a 49.56 billion yen profit the same period in 2010. Nintendo did not break down quarterly numbers.
The company said it will have Wii U, the successor to the Wii, ready in time for the year-end holiday season. Earlier, it had said the machine, which has a touch-screen controller, will go on sale in the latter half of this year. But some had been skeptical whether it would be ready. Nintendo hasn't announced prices.
Kyoto-based Nintendo also lowered its annual earnings forecast to a 65 billion yen ($844 million) loss, much larger than the 20 billion yen ($260 million) loss projected earlier. It posted a 77.62 billion yen profit the previous fiscal year.
Nintendo's past success has come from the appeal of its products to so-called casual gamers ? people who now turn to smartphones and tablet devices such as the iPad from Apple Inc. to enjoy games.
The demand for the Wii has also diminished in recent months.
Nintendo is now expecting to sell 10 million Wii machines in the year ending March, down from an initial estimate of 13 million, which was revised lower to 12 million in July.
Nintendo's nine-month sales dropped 31.2 percent to 556.17 billion yen from the same period the previous year.
The numbers are a disappointment as they include the key year-end holiday season.
"Sales of the 3DS were strong in Japan, but Christmas shopping got to a late start overall in the U.S. and Europe," said Nintendo spokesman Yasuhiro Minagawa. "But we are upbeat about hardware and software sales for next fiscal year."
Worldwide sales of the 3DS for the nine months totaled 11.43 million, the company said. Game software for the 3DS like "Super Mario 3D Land" became million sellers, but games from outside companies did not fare as well, it said.
Competition in portable gaming is heating up with the arrival of the PlayStation Vita from Japanese electronics and entertainment company Sony Corp. Vita went on sale in Japan in December and next month in the U.S. and Europe.
Nintendo has continuously outpaced Sony in portable game sales with its hit DS machines.
The strong yen has also hurt Nintendo's bottom line. The dollar has been trading at about 77 yen lately, down from about 83 yen a year earlier.
Nintendo stock slid 0.6 percent to 10,790 yen in Tokyo.

Chevron 4Q profit down 3 pct. on refinery decline (AP)
NEW YORK ? Chevron Corp. said Friday that its profit slipped by 3.2 percent in the fourth quarter as its refineries struggled to pass on the higher cost of crude oil.
The San Ramon, Calif., oil giant on Friday reported net income of $5.12 billion, or $2.58 per share, in the final three months of 2011. That compares with $5.3 billion, or $2.64 per share, in the same part of 2010. Revenue increased 11.9 percent to $60 billion.
The net income fell short of Wall Street forecasts of $2.86 per share, according to FactSet. Shares dropped $3.26, or 3.1 percent, to $103.33 in morning trading.
Chevron, the second-largest U.S. oil company behind Exxon Mobil Corp., said that oil and natural gas production declined in the quarter due to a rash of slowdowns in its global operation. Production fell for the entire year as well, though the company says it should rebound slightly in 2012.
Production from Chevron wells dropped, from the U.S. to Kazakhstan. One of the biggest concerns for the company going forward is its operation in Brazil, where an offshore oil leak put Chevron in the crosshairs of the Brazilian government.
Regulators in Brazil forced Chevron to shut down one of its offshore production wells in December, and prosecutors are seeking $10.6 billion in damages. Chevron also has voluntarily suspended plans to further explore the country's oil-rich offshore region.
Profits from Chevron's exploration and production business increased, despite weaker production, as the company sold oil at higher prices. International natural gas prices also rose in the quarter.
Chevron's refining business struggled, however, as falling prices for retail gasoline and other fuels made it harder to pass along higher oil costs to customers. Chevron's U.S. refining operations lost $204 million from October to December, compared with a profit in the 2010 quarter. International refining profits fell by 46.4 percent.
For the full year Chevron earned $26.9 billion, or $13.44 per share, compared with $19 billion, or $9.48 per share in 2010. Annual revenue increased 23.3 percent to $253.7 billion.
Earlier in the week, ConocoPhillips reported a 66 percent increase in quarterly earnings, though much of that came from the sale of a pipeline and other assets. Occidental Petroleum Corp. reported a 35 percent jump in quarterly profits as it increased production and sold crude oil for higher prices.
ExxonMobil releases its fourth-quarter and annual financial results on Tuesday.

HP Folio 13
One's too steep and one's too shallow, and they're the Achilles' heels of ultrabooks. What are they? Prices and keyboards, respectively, and HP goes a long way toward fixing them with its entry in the super-slim laptop sweepstakes, the HP Folio 13?$899.99 with Windows 7 Home Premium or $1,048.99 as tested with Windows 7 Professional, and equipped with one of the nicest keyboards in the class.
The HP Folio 13 is nice in other ways, too, from its Ethernet port to its memory-card slot. It's a few ounces heavier and a few ticks of the benchmark stopwatch slower than some competitors, but the more you use it the less you'll care about that: Ultrabooks are about convenience and productivity, and the Folio 13 delivers so much of both that it comes within a whisker of unseating our Editors' Choice in the category, the Asus Zenbook UX31-RSL8 ($1,049 list, 4 stars).
At $899.99 with Win 7 Home Premium, the Folio is the second most affordable ultrabook with a true solid-state drive instead of a spinning hard drive with solid-state booster like the Acer Aspire S3 ($899.99 direct, 3.5 stars). The most affordable, the Toshiba Portege Z835-P330 ($799.99 at Best Buy, 3.5 stars), makes do with a tepid Intel Core i3 processor versus the HP's perkier Core i5, as well as a thinner, more flex-prone screen and keyboard. The difference is worth the $100, even if the upgrade to Win 7 Professional is pricey at $149 (blame Microsoft, not HP).
Design
Though not carved out of an aluminum unibody like the Apple MacBook Air 13-inch (Thunderbolt) ($1,299 direct, 4 stars) or Lenovo IdeaPad U300s ($1,495 direct, 4 stars), the Folio 13 makes good use of the metal, combining a brushed aluminum lid and palm rest with a grippable, soft-touch plastic bottom. It offers a mix of matte and glossy finishes, with a non-reflective bezel around the mirror-finish display and a glossy tray beneath the matte keys.
Between the aluminum construction and a large-for-the-category six-cell battery, the HP, while still quite light, is heavy for an ultrabook?3.25 pounds on PC Labs' scale, compared to about 2.9 pounds for most rivals and 2.5 pounds for the Toshiba Z835-P330. The difference is barely noticeable; you can still slip the 8.7 by 12.5 by 0.7-inch Folio into your briefcase and almost forget it's there. Meanwhile, the system is flex-, wiggle-, and wobble-free, whether you're grasping the screen by the corners or typing with it in your lap?something you can't say for many ultrabooks.
The 13.3-inch display offers the same 1,366 by 768 resolution as most ultrabooks (trailing the 1,440 by 900 of the MacBook Air and 1,600 by 900 of the Asus UX31). It's nicely sharp and passably bright if you keep the backlight cranked up to its top couple of settings, though white backgrounds aren't washday-miracle white and colors don't pop as they do on some competitive screens.
If the screen is only fair to good, however, the keyboard is very good to excellent, as long as you don't mind having Home, End, PgUp, and PgDn doubled up on the cursor arrows instead of given their own keys (and one quirk: full-sized left and right arrows bracketing half-sized up and down keys). Travel-wise, ultrabook keyboards are by definition shallower than those of thicker laptops, but the HP's soft-touch keys manage to provide good tactile response without the did-that-keystroke-register uncertainty of some rivals.
The keyboard is backlit, too (the F5 key toggles the handy backlight), like the Toshiba's and Apple's and unlike the Asus', and doesn't oblige you to press a Fn key to access the functions such as screen brightness and audio and media controls assigned to F1 through F10. It's accompanied by a touchpad whose silky-smooth gliding and tapping contrasts with fairly stiff mouse buttons.
Features
Deskbound users will look in vain for a Kensington lock slot, but they'll find a full-sized Gigabit Ethernet port as well as Wi-Fi for connecting to office networks plus Bluetooth for sharing data with smartphones. The Wi-Fi worked fine for Web surfing and Windows Update sessions. There are also one USB 2.0, one USB 3.0, and HDMI ports, as well as a headphone/microphone jack and the SD/MMC card slot that's missing from the Lenovo U300s and Dell Inspiron 13. The only thing missing is a VGA port for connecting older monitors and projectors, but HP sells an HDMI-to-VGA adapter for $40.
Intel Wireless Display (WiDi) is another presentation option, allowing you to beam the Folio's video and audio to an HDTV equipped with an aftermarket adapter, like the $99 Netgear Push2TV. The ultrabook's own audio is easily able to fill a room, with hearty, not-too-tinny sound through its above-the-keyboard speakers?which are worth turning up, because the Folio 13's cooling fan makes a faintly audible whir at most times.
Like all 13.3-inch ultrabooks, the Folio 13 lacks an optical drive; the 128GB Samsung solid-state drive is divided into a 97GB C: and 18GB D: or system recovery partition. Preloaded software, despite the Windows 7 Professional OS, skews toward the consumer side with links to movie and music sites and the WildTangent games that are the very definition of bloatware, though you'll also find Evernote, a 60-day trial of Norton Internet Security, and Microsoft Office Starter 2010. HP backs the Folio 13 with a one-year parts-and-labor warranty.
Performance
The Folio 13 is built around Intel's dual-core, four-thread Core i5-2467M "Sandy Bridge" processor, the same chip found in the Acer S3, with 4GB of DDR3 memory. Thanks in part to its pure SSD instead of hybrid storage solution, the Folio 13 soundly beat the Acer S3 in the PCMark 7 all-around performance benchmark test, scoring 3,146 to 1,899, although it in turn trailed the Asus Zenbook UX31's score of 3,531. The Folio managed cold start and resume-from-sleep times of 26 seconds and 3 seconds, respectively, in stopwatch tests.
The ultrabook posted competitive, if not head-of-the-class, numbers in our Handbrake video encoding (2 minutes 30 seconds) and Photoshop CS5 image manipulation (5 minutes 27 seconds) tests?easily besting the Core i3-powered Toshiba Z835-P330 (3:29 and 8:17, respectively), if a step behind the Core i5-based Asus UX31 and 13-inch Apple MacBook Air. The only area where it raised the white flag was in gaming graphics, posting an unplayable 14.3 frames per second in Lost Planet 2 and an unbearable 6.6 fps in Crysis. The MacBook Air and Core i7-powered Toshiba Portege Z830-S8302 led the field here with 21.2 and 19.7 fps, respectively, but even the Core i3 Toshiba Z835-P330 did better than the Folio 13 with 16.2 and 14.8 fps, respectively, on the gaming tests.
HP touts the Folio 13 as having a better than nine-hour battery life (and indeed, its 59Wh battery is the main reason for its slightly-excessive-compared-to-comrades weight), so we were mildly disappointed to record a runtime of only six hours and six minutes in our MobileMark 2007 test. Even as is, that's better than the MacBook Air's 5:46 or Acer S3's 5:20, but doesn't threaten the Toshiba Z835-P330's ultrabook battery record of 7:35.
But if the HP Folio 13 isn't the longest-lasting ultrabook on the market, well, it isn't the thinnest or lightest or fastest, either. What it is, is one of the most immaculate designs we've seen, with clever attention to small details as well as thoughtful attention paid to big issues like connectivity and typing comfort. With either a slightly brighter screen or a couple of better benchmark numbers, the Folio 13 would have bumped our Editors' Choice Asus Zenbook UX31 from its top spot; as is, it's a must-have on ultrabook shoppers' short lists.

Ancient Jewish scrolls found in north Afghanistan (Reuters)
KABUL (Reuters) ? A cache of ancient Jewish scrolls from northern Afghanistan that has only recently come to light is creating a storm among scholars who say the landmark find could reveal an undiscovered side of medieval Jewry.
The 150 or so documents, dated from the 11th century, were found in Afghanistan's Samangan province and most likely smuggled out -- a sorry but common fate for the impoverished and war-torn country's antiquities.
Israeli emeritus professor Shaul Shaked, who has examined some of the poems, commercial records and judicial agreements that make up the treasure, said while the existence of ancient Afghan Jewry is known, their culture was still a mystery.
"Here, for the first time, we see evidence and we can actually study the writings of this Jewish community. It's very exciting," Shaked told Reuters by telephone from Israel, where he teaches at the Comparative Religion and Iranian Studies department at the Hebrew University of Jerusalem.
The hoard is currently being kept by private antique dealers in London, who have been producing a trickle of new documents over the past two years, which is when Shaked believes they were found and pirated out of Afghanistan in a clandestine operation.
It is likely they belonged to Jewish merchants on the Silk Road running across Central Asia, said T. Michael Law, a British Academy Postdoctoral Fellow at Oxford University's Center for Hebrew and Jewish Studies.
"They might have been left there by merchants travelling along the way, but they could also come from another nearby area and deposited for a reason we do not yet understand," Law said.

Cultural authorities in Kabul had mixed reactions to the find, which scholars say is without a doubt from Afghanistan, arguing that the Judeo-Persian language used on the scrolls is similar to other Afghan Jewish manuscripts.
National Archives director Sakhi Muneer outright denied the find was Afghan, arguing that he would have seen it, but an advisor in the Culture Ministry said it "cannot be confirmed but it is entirely possible."
"A lot of old documents and sculptures are not brought to us but are sold elsewhere for ten times the price," said advisor Jalal Norani, explaining that excavators and ordinary people who stumble across finds sell them to middlemen who then auction them off in Iran, Pakistan and Europe.
"Unfortunately, we cannot stop this," Norani said. The Culture Ministry, he said, pays on average $1,500 for a recovered antique item. The Hebrew University's Shaked estimated the Jewish documents' worth at several million dollars.
Thirty years of war and conflict have severely hindered both the collecting and preserving of Afghanistan's antiquities, and the Culture Ministry said endemic corruption and poverty meant many new discoveries do not even reach them.
Interpol and U.S. officials have also traced looted Afghan antiquities to funding insurgent activities.
In today's climate of uncertainty, the National Archives in Kabul keep the bulk of its enormous collection of documents -- some dating to the fifth century -- under lock and key to prevent stealing.
Instead reproductions of gold-framed Pashto poems and early Korans scribed on deer skin, or vellum, are displayed for the public under the ornate ceilings of the Archives, which were the nineteenth century offices of Afghan King Habibullah Khan.
"I am sure Afghanistan, like any country, would like to control their antiquities... But on the other hand, with this kind of interest and importance, as a scholar I can't say that I would avoid studying them," said Shaked of the Jewish find.

GIGLIO, Italy (AP) ? Divers plumbing the capsized Costa Concordia's murky depths pulled out the body of a woman in a life vest Saturday, while scuba-diving police swam through the captain's cabin to retrieve a safe and documents belonging to the man who abandoned the cruise liner after it was gashed by a rocky reef on the Tuscan coast.
Hoping for a miracle ? or at least for the recovery of bodies from the ship that has become an underwater tomb ? relatives of some of the 20 missing appealed to survivors of the Jan. 13 shipwreck to offer details that could help divers reach loved ones while it is still possible to search the luxury liner. The clock is ticking because the craft is perched precariously on a rocky ledge of seabed near Giglio island.
"We are asking the 4,000 persons who were on board to give any information they can about any of the persons still missing," said Alain Litzler, a Frenchman who is the father of missing passenger Mylene Litzler. "We need precise information to help the search and rescue teams find them."
The death toll rose to at least 12 Saturday after a water-logged body was extracted from a passageway near a gathering point for evacuation by lifeboats in the rear of the vessel, Coast Guard Cmdr. Filippo Marini said. It was not immediately clear if the woman was a passenger or crew member. A female Peruvian bartender and several adult female passengers were among the 21 people listed as missing before the latest corpse was found.
Relatives of the bartender and of an Indian crewman, along with two children of an elderly couple from Minnesota who are among the missing, boarded a boat Saturday to view the wrecked Concordia Saturday, said a maritime official, Fabrizio Palombo.
Family members tossed flowers near the site while islanders standing on the rocky edge of the island also strew bouquets on the water in a tribute to the victims.
Another Coast Guard official, Cosimo Nicastro, said the woman's body was found during a particularly risky inspection.
"The corridor was very narrow, and the divers' lines risked snagging" on furniture and objects floating in the passageway, Nicastro said. To help the coast guard divers reach the area, Italian navy divers had preceded them, setting off charges to blast holes for easier entrance and exit.
Meanwhile, police divers, carrying out orders from prosecutors investigating Captain Francesco Schettino for suspected manslaughter and abandoning the ship, swam through the cold, dark waters to reach his cabin. State TV and the Italian news agency ANSA reported that the divers located and remove his safe and two suitcases. His passport and several documents were also pulled out, state media said.
Searchers inspecting the bridge Saturday also found a hard disk containing data of the voyage, Sky TG24 TV reported.
Three bodies were found in waters around the ship in the first hours after the accident. Since then, divers have gone inside the Concordia to recover all the reamining victims, who were apparently unable to escape the lurching ship during a chaotic evacuation launched almost an hour after the liner hit a reef.
Some survivors who couldn't board lifeboats waited for hours aboard the capsizing craft for rescue by helicopters while others jumped into the water and swam to safety.
The last survivor, found aboard 36 hours after the crash, was an Italian crewman who broke his leg in the confusion and couldn't leave the ship.
The Concordia hit the reef, well-marked on maritime and even tourist maps, while most of the passengers sat down to dinner in the main restaurant, about two hours after the ship had set sail from the port of Civitavecchia on the Tyrrhenian Sea.
Costa Crociere, the ship's operator and subsidiary of U.S.-based Carnival Cruise Lines, has said the captain had deviated without permission from the vessel's route in an apparent maneuver to sail close to the island of Giglio and impress passengers.
Schettino, despite audiotapes of his defying Coast Guard orders to scramble back aboard, has denied he abandoned ship while hundreds of passengers were desperately trying to get off the capsizing vessel. He hs said he coordinated the rescue from aboard a lifeboat and then from the shore.
The effort to find survivors and bodies has postponed an operation to remove heavy fuel in the Concordia's tanks; specialized equipment has been standing by for days.
Light fuel, apparently from machinery aboard the capsized ship, was spotted in nearby waters, authorities said Saturday.
But Nicastro said there was no indication that any of the nearly 500,000 gallons (2,200 metric tons) of heavy fuel oil has leaked from the ship's double-bottomed tanks, seen as a risk if the ship's position changes. He said the leaked substance appears to be diesel, which is used to fuel rescue boats and dinghies and as a lubricant for ship machinery.
There are 185 tons of diesel and lubricants on board the crippled vessel, which is lying on its side just outside Giglio's port. Nicastro described the fuel in the sea as "very light, very superficial" and appearing to be under control.
But an official leading rescue, search and anti-pollution efforts for the ship suggested that the luxury liner would have leaked contaminants on board when it tipped over.
"We must not forget that on that ship there are oils, solvents, detergents, everything that a city of 4,000 people needs," Franco Gabrielli, the head of Italy's civil protection agency, told reporters in Giglio.
Gabrielli was referring to the roughly 3,200 passengers and 1,000 crew who were aboard the cruise liner when it ran into the reef and, with seawater rushing into a 230-foot (70-meter) gash in its hull, listed and fell onto its side. "Contamination of the environment, ladies and gentlemen, already occurred" when the liner capsized, Gabrelli said.
Vessels equipped with machinery to suck out the light fuel oil were in the area. Earlier on Saturday, crews removed oil-absorbing booms used to prevent environmental damage in case of a leak. Originally white, the booms were grayish.
Schettino, is under house arrest for investigation of alleged manslaughter, causing a shipwreck and abandoning the ship before all were evacuated.
The search had been suspended Friday after the Concordia shifted, prompting fears the ship could roll off a rocky ledge of sea bed and plunge deeper into the pristine waters around Giglio, part of a seven-island Tuscan archipelago.

Fox wins ratings nights as "Idol," still number-one, slips (Reuters)
LOS ANGELES (TheWrap.com) ? "American Idol" continued to slip Thursday night after dropping with its season premiere Wednesday night, while NBC's new drama "The Firm" continued its slide, according to preliminary numbers.
Fox's "American Idol," which Wednesday night premiered to a 24 percent decline versus last season's premiere, dropped off another 19 percent with Thursday's installment, clocking a 5.7/15 in the adults 18-49 demographic and receiving 14 million total viewers. That was similar to the percentage dip that the show experienced between last season's first and second night.
"Idol" was still the night's top-rated program, and pushed Fox to a ratings win with an average 3.9/10. It also boosted "The Finder" at 9 p.m., which grew 29 percent from last week's premiere with a 2.2/5 and 6.7 million total viewers.
CBS took the second-highest ratings of the week with "The Big Bang Theory" at 8, which scored a 5.2/14 and 15.7 million total viewers. "Rob" at 8:30 dropped 12 percent from its strong premiere last week, hitting a 3.6/9 and drawing 11.7 million total viewers. "Person of Interest" at 9 received a 3.3/8 and 14.3 million total viewers, while "The Mentalist" the following hour drew a 2.9/8 and 14 million total viewers. The network took most-watched status for the night with an average 14 million total viewers.
At NBC, "30 Rock" at 8 fell 11 percent from last week's season premiere to a series low of 1.6/4 and 4 million total viewers. "Parks & Recreation" at 8:30 increased slightly for a 2.0/5 and 4.3 million total viewers, while "The Office" ran flat with last week for a 2.9/7 and 5.9 million total viewers. "Up All Night" followed at 9:30, posting a 1.9/5 and 4 million total viewers. The night closed with "The Firm" at 10, which fell 10 percent from last week to 0.9/2 and 3.4 million total viewers.
ABC's night began on a down note, with "Wipeout" at 8 dropping 18 percent for a 1.8/5 and 5.8 million total viewers. "Grey's Anatomy" the following hour was also down, slipping 11 percent for a 3.4/8 and 9.3 million total viewers. "Private Practice" ended the evening with a 2.1/5 and 6 million total viewers.

African Union troops reach outskirts of Mogadishu (AP)
MOGADISHU, Somalia ? Heavy fighting broke out in Somalia's capital on Friday as the African Union peacekeeping force encountered resistance as it pushed to Mogadishu's outskirts for the first time, the latest move in an offensive against Islamist insurgents.
Hundreds of residents fled a northern Mogadishu neighborhood after waking to the sound of mortars and gunfire. AU troops have largely pushed al-Shabab militants out of the city over the last year, but pockets of resistance remain.
Resident Abdirahman Ahmed said he was awakened by "noisy mortars" on Friday, said that al-Shabab fighters appeared to be moving back into the northern neighborhood of Heliwa.
"We want to flee now," he said, adding: "People are nervous."
Lt. Col. Paddy Ankunda, the spokesman for the AU force that is known as AMISOM, said Friday was the first time that AU forces moved outside of Mogadishu.
"We are moving out of the city now so we can defend the city from outside now. Our troops have captured strategic bases from al-Shabab," Ankunda said.
The nearly 10,000-strong AU force was confined in previous years to small slices of Mogadishu, but the push to expand their zones of control over the last year have been largely successful. The AU force is working side by side with Somali troops, but most of the gains have been made by the better trained and equipped troops from Uganda and Burundi.
Al-Shabab is also being pressured by Kenyan military forces in Somalia's south and Ethiopian forces in the west.
Militants continue to carry out suicide and roadside bomb attacks in Mogadishu. At least six bombs were found or exploded in the capital since Wednesday, including a blast on Thursday that killed six people.
Meanwhile, the AU force commander, Maj. Gen. Fred Mugisha, said that around 3,000 Somali troops had not received their wages for the past four months. The AU is supposed to pay them with money donated by Italy, but Mugisha said the Italians had not yet sent the cash. The delay in payment had caused some soldiers to desert their posts, he said.
"It will have an impact on morale," he said.
Around 7,000 other Somali soldiers are paid by the U.S. through a separate program.
Somalia hasn't had a functioning government in more than 20 years. The current transitional government, whose mandate ends in August, is paralyzed by political infighting. The U.N. is pressing government leaders to resolve their differences and expand the areas in the country the government provides services to.
Somalia has also been dealing with a famine the last six months that is estimated to have killed between 50,000 and 100,000 people. Friday was the six-month mark since the U.N. declared famine in Somalia on July 20.

White House says Obama's health overhaul on track (AP)
WASHINGTON ? President Barack Obama's health care overhaul is on track in many states, the White House asserted Wednesday. But officials said the administration is preparing a federal backstop anyway for states in which opposition to the new law has blocked planning.
The law calls for states to build new health insurance markets called exchanges, so that millions of middle-class people who are currently uninsured can buy taxpayer-subsidized private coverage. It also expands eligibility for Medicaid so low-income adults who have no dependent children can get government insurance. Putting the two approaches together, more than 30 million Americans are expected to gain coverage starting in 2014.
But 26 states are asking the Supreme Court to overturn the health care law, and many of those have made little progress in planning their exchanges, even though the deadline clock is ticking. The law says state plans must be approved by Jan. 1, 2013 ? a year in advance of the program's launch ? or the federal government will step in and run things.
"No matter where you live, on Jan. 1, 2014, an exchange will be up and running," deputy chief of staff Nancy-Ann DeParle said on the White House blog.
An accompanying progress report said 28 states and Washington, D.C., are "on their way" toward establish exchanges, widely considered the operational linchpin of the health care law.
With a presidential election and Supreme Court decision on the fate the health care law coming first this year, 2014 seems like a long way off even if Obama's signature domestic accomplishment is upheld. But to federal and state officials planning for exchanges, time is short. A totally new marketplace must be created, along with systems for verifying and safeguarding confidential personal information used to determine eligibility.
"Exchanges will offer consumers the same kinds of health insurance choices that members of Congress now have," DeParle said.
But the White House report put a rosy outlook on the progress in some states.
For example, Idaho was among the states highlighted as advancing. Republican Gov. Butch Otter strongly supports a state-run exchange, and his administration has received a $20 million federal grant to start work. But the legislature has to approve the actual spending of the money, and Republican foes of the federal health care overhaul are trying to block Otter from moving ahead. The standoff is one of the hottest issues in this year's legislative session.
"It seems that the White House is desperate to show progress and is selectively searching for any evidence that states are taking action," said Mike Schrimpf, spokesman for the Republican Governors Association. "Many of the states that have started action are doing so primarily as a defensive maneuver to keep the federal government from having even greater control over their health care markets."
